Delta’s isolated DC/DC converters usually have an internal input capacitance of several μF, which can only provide approximately 10 μs holdup time. If the DC/DC converter shuts down during the input glitch, it will restart without overshoot as long as the input voltage recover slew rate is less than 1 V/μs.
